Its some attribute called:

max_active_connections.

its set by your host,just contact them and ask for increasing its value maybe to 1K or something.

Too many people are trying to connect to the database at one time, there's nothing MyBB can do about this - it's a host problem.

its a host problem, not a MyBB problem. you host's settings are too low for the amount of traffic you have.
