Are the Board Tables too large?
They seem like it to me anyway of making them smaller?

For me they seem a bit wide height wise.

I know it maybe because of the sub-forums but 5 boards fills up your browser view.

You can't change on of the heights and make them all look good, but you can change the padding. Click on your theme in the ACP style and templates and change the "Table Padding" to a smaller value.

What file is it?.

What? It's your current theme that you're using. When you first click on the "Style" and click "Themes" then click on the name of whatever your theme is, it should come up with a page with the name and some information and have somewhere down the bottom "Table Padding" and "Table Spacing".

The only options i have are these and some above them.

There is no Table Padding or Table Spacing file.

Click on the "Pro" link, and do not click on global.css or any other .css files. On the information page with all the themesheets (.css's) listed.

Inner Table Border Width: 1

Which would should i change and what should i change it too ?.

Try changing the table space from 7 to 4 or something, I assume that's what you want.
