how do set permissions? like for super mod can delete posts and close them. mods cant delete but can close.
i only see admin permissions
In AdminCP > Forums & Postings, you can set permissions per forum per usergroup.

but is there a way to like set it overall and not just for the forums
No, you've to do this manually. However, probably permissions for Categories will effect all forums/subforums it have.
In the edit forum of a user group you can set some global/default settings and permissions
