I'm sure I've seen this before, but now that I need I can't find it.
I need to configure new users so that they will be limited to reply posts until they are in the forum for a certain time and they have replied X messages.

Yes, use Usergroup Promotions.
Make the default group not have the right to post new threads in specified forums. Once they have X Posts + Y Registration time, set the system to promote them to a group that has that ability.
Ok I created this new group with the correct permissions.
But where is configured that after the "awaiting registration" role it will go to the registered role? I believe I will have to change this to get this new role to be set after awaiting registration, correct?

Does the promotion happens only to logged users?
I am asking this because from my 1300 users, only 9 were promoted, the 9 that were logged...
Not sure what you mean by "logged." You mean logged in?
Yes, users get promoted the first time they log in after the group promotions task has run.
