Nope. For this you'll need a core edit or a Plugin.
You can use a Sticky Thread to behave like an announcement .
Yes but a sticky is only shown on one forum and i want a global sticky/announcement.
ModCP -> Announcements -> Add Global Announcement
But you'll need a plugin to be able to achieve posting in Announcements however.
