Not 403 but here is 500 error.

Add width="100%" to the table

<table border="0" cellspacing="{$theme['borderwidth']}" cellpadding="{$theme['tablespace']}" >

Should become:

<table border="0" cellspacing="{$theme['borderwidth']}" cellpadding="{$theme['tablespace']}" width="100%">
