Second that. What is the point in using a plugin for core feature?

Just use group promotions and have two 'registered' groups so that after they have X groups they are moved to the other group.

While it's true to what everyone has said, that a plugin isn't necessary, one does exist:

You just need to edit the "Compatibility" from 14* to 16*
