Just do it manually, it doesn't take that much time. And yes, I did try it.
A nice plugin would be a bulk ban tool.
You can enter mass IPs or emails into admincp for the mass banning. Hm...should be easy enough to write.

I sorted and extended the list a little with data from my own list. I added some German and Polish sites, known aliases of spamgourmet (e.g. otherdog.net) and other sites, as well as a few common patterns like "nospam@".

There once was a plugin for 1.4 which added many of these blocks to the database.
Why block russian e-mails by default ?
Sad experience. 99% spammers.
Not many people use .ru email addresses anyway.
