Do you have the PHP in Templates as well as Template Conditions installed and activated??
Uhmm, I think? How do I do that?
AdminCP -> Configuration -> Plugins ...

Check that PHP in Templates and Template Conditionals are listed there and are activated.
If all you want are the if statements you don't need the PHP in Templates plugin, just Template Conditionals.
Then how do I fix this?
There is a plugin that's required in order to use template conditionals. If you don't have the plugin or if it's not activated then that code won't work.
