For some odd reason, a few usernames are popping up with � at the end of them. This is not their original username, since a message can not be sent to them. This seems to have overridden symbols in the name such as ' and other signs.

What do you mean add it to the blocked characters, in the disallowed characters module? If so, I'm fine with users having symbols in their names, it's worked before, I have no idea why it's occurred all of a sudden.

I don't know why it would occur like this, I only know this will stop it appearing in the url.

Oh, also. Do you have character translation enabled?
I am almost clueless on this. Check over your admin logs and see what you or another user has changed. Optimize and repair your database/tables as well.

The URLs are not Google SEO friendly, just the default profile URLs. Also, no I don't believe so.

Optimized the database, still the issue persists. Administrator log is clean as well.

Tools & Maintenance > UTF-8 Conversion > Follow through
It'll fix issues with the usernames.
Well, usernames aren't really much needed for Google SEO,so for my forum, I kept URL format for user profile (or something) blank, i.e. they would be shown normally,not with names just UID format.
I knew it was something to do with database encoding (Hence why I asked you to do all the repairs to the table). Didn't think about running that tool though ^^
