I have installed MyBB and is functioning OK. But I have seen the following message "Forum is locked" at the bottom left of the homepage. Can anyone tell me what is the meaning of this?

You can lock a forum if it isn't needed anymore for example. If it is locked you cannot create any new posts in this forum.

That is simply referring to the image next to it, which is the icon for locked forums. This is perfectly normal...
