It's seems to be on all files.
Try to change the mode of all files:
chmod 644 *.php
I changed the permissions radically to 755 so that it was totally wrong. Reloaded to jolt the system. then re-did them again back to 644...
new error was that the folder /forum/ was writable!!! Checked online and a website said to do 755 so I changed the /forum/ folder to that and we get somewhere....
now the system says that I havn't performed the upgrade yet!

Yeah, directories need to have the executable bit set in order to open them.

Did you change anything in .htaccess because your stylesheets are blocked?

Thanks! Nothing changed in htaccess but the directories for the theme were permissioned wrongly too.
I am now going to go set ALL folders back to 755 as they should be :/
