How do I make the default portal my homepage?

And am I able to create custom blocks?

For your first question, add this in .htaccess:
DirectoryIndex portal.php index.php

Not sure about the second one though.

Thanks for that.

Now I just need to know whether I'm able to create custom blocks or not. If I can I'll be able to use the portal but if I can't it would be no use to me. Thanks again for the help and I'd appreciate it if anyone else could answer my second question.

For custom blocks, you could try making tables in the portal template
