While technically his plugin is abandoned and doesn't have a license, you should not be releasing an updated version since it is not licensed under something like the GPL or Creative Commons that allows such forks.

Absolutely! It is illegal to redistribute an altered plugin from another author without prior consent from him, if his license is not permitting it!

Alright, I think I've to delete the Updated version from my site. I've also deleted this from Mods site.
