Is there a way to have MyBB's mass mail system use the forum RSS feed and an HTML template to send out a newsletter?
If there's a plugin for this, please post a link.
If there's a third party mass mail system that has a good tutorial on integrating it with MyBB's user database, and possibly provide a way for them to opt out if they want to, that would be cool as well.

There is no plugin currently.

It's not. I'd like something I can host myself.

You could always use the task system to generate and queue mass mail summaries or whatever whenever you want. Wouldn't be too hard to setup.
