On Wiki pages powered by MediaWiki, the ads that are on those pages, are they ads from MediaWiki or actually ads from the owner of whatever wiki page I am looking at.

Meaning when I do a fresh install of that software does it come with mediawiki ads or are those ads that webmasters have added themselves?

They are webmaster added ads. Mediawiki does not force any content on you Smile
