I today installed Tinypic Uploader but it Doesn't be active in the Posting reply option..where can i find it settings??

ACP>Config>Plugins>Activate tinypic uploader

ACP>Config>Settings>tinypic uploader settings

i didn't find like anything there..

It's seems your theme doesnt include $tinypic yet after you install. To do this just simply go to your theme templates find new reply templates, find

{$codebuttons}
{$multiquote_external}
</td>
</tr>

add this after it.

{$tinypic}

You may add that to anywhere you like, do the same thing to the "New Thread template".
I assume you want to add this between massage and post options
