If I select "administration activation" does it still have the new members verify their email addresses?

If not, it should, lol.

I like the idea of email verification AND THEN administrator activation on top of that.

Something along the lines of:

"Thank you for verifying your email address. An administrator will review your membership for approval shortly."

Try both options out yourself. Make a test account with an email you own.

I'm far too lazy for that.

No, it's one or the other; if it was both, the option in the ACP would say both. You'll need a plugin to have it do both.
