How can I make this rules spot on my forums? Not sure if its a plugin or built in? I looked around but could not find.

Admin CP > Forums & Posts > Select Your Forum > Edit Forum Settings > Additional Forum Options > Rules.

This is a built in feature.

ACP -> Forums and Posts -> Forum Management -> Click on the forum you want -> Edit Forum Settings

Scroll down and you will find this:


Forum Rules
Display Method:

Title

Rules:

Add this to each forum you want it to display on.
