I would like a way to control who registers with my forum and wondered if there is any in built mechanism for dealing with this. I did look at the code to see if I could replace the new users registration email destination to my email address but it seems way beyond my capabilities. This functionality would be very useful or maybe it could be done by adding a new security group?

What exactly are you trying to accomplish?
You can set that administrator has to activate the user accounts in the AdminCP. This gives you more control over what user accounts are activated.

AdminCP > Configuration > Settings > User Registration and Profile Options. Change 'Registration Method' to 'Administer activation'.
