Is it possible to convert IPB 3.1 and SMF 2.0 into MyBB?

IPB3 is not supported by the Merge System currently.

You can use the Merge System for SMF 2.0, but not for IPB 3.1. For that you will probably have to convert to phpBB first and then to MyBB.

Well the developers will eventually add compatibility for it, but there is no set date I think. You just gotta wait.

Meanwhile you can convert the IPB 3.1 to another forum software that supports it, and then convert that to MyBB.

Which software do you recommend to convert to first then for IPB? phpbb or smf?

There is an early alpha in the svn already, and I plan on updating it to a beta within a week or so... time off permitting. vB4 will also be getting a beta soon, within a week (I hope) of IPB's, but again time off work permitting.
