That's host issue. You've to contact them to Increase Maximum User Connections.

Only solution is to Change host. The host you are using is absolutely crap. Can you name the host you are currently using please ?

If you are getting a connection limit error and your host is not willing to increase the limit then your site has grown too big for the host to handle (or vice versa) and you need to either move or get a better package from your host. Nothing more we can do about that.
