Yes, create a new usergroup >> allow all newly registered members on that group >> disable users of that group to post >> enable group promotion through which a user will be promoted to a different group automatically when he reaches "5" posts and then allow users of that group to post

Rename the group "Registered" to "Newbie" or something.
Create a new group "Registered"
Edit the Newbie group and uncheck the "Can post new threads?" box in the Forum & Posting tab.

How much posts should they have, before they can be able to create threads?

they must have 5 or 5+ posts to create thread

Just follow these steps.
1) Login to Admin CP.
2) Go to Users&Groups, Select Groups from left sidebox. Click "Registered" and Select "Forums and posts".
3) Under "Posting/Rating Options?" Uncheck "Can post new threads?"
4) Press "Save user Group".
5) Again select Groups and select "Add New User Group"
6) Give title as something like "member" and enter something in "Default User Title".
7) Press "Save User Group"
8) Go to "Group Promotions"
9) Press "Add New promotion"
10) Give a title and short description.
11) Select "Post count" in "promotion Requirement"
12) Enter "5" in post count.
13) Select "Registered" in "Original user Group".
14) Select "Member" in "New user Group".
15) Press "Save Promotion"
Also note that you should uncheck "Can delete own posts?", "Can delete own threads?", "Can edit own attachments?" under Editing/Deleting Options of the "member" group.
