how do I add people to my buddy list?
also is there a way to add a link or icon on the profiles to add that member as a buddy?

UserCP > Buddy/Ignore List > add usernames.

If you are using 1.6 then there is already included by default. Look at the bottom of each profile.
You can use the above plugin but you've to edit it yourself.

Usually you can just move the little placeholder it has into the right place. I use this plugin too and it seems the code for it is just {$buddylist}, so you can add that wherever you want it to show
