Can I run two different forums on the same server? or would it be problems

for example:
http://www.myurlwillbehere.com/forum1
http://www.myurlwillbehere.com/forum2

yep. That's totally fine, You just need to have 2 spereate MySQL databases

one more question. would I have to reinstall all of the same plugins or is there a way to copy them over?

You would have to install the plugins/mods and themes seperately.

If it is a fresh install, you would need to re-install them. If you wanted to keep them it would be very complicated.
