Admin CP > Configuration Tab > Languages > Controls > "Edit Language Variables" > scroll down until you find "member.lang.php" then click "Edit" beside it. Next, scroll down until you find the text "agreement_1, agreement_2, agreement_3", from there you can edit the registration agreement.

And, if you want to add a second page to the registration TOS screen, I'v modified the coding on my forum to do just that and can dig out the required edits for you, if you want them.

What about if I want 2 pages? That would be phenomenal!

OK, I've got to dig through templates and core files, but give me till tomorrow and I'll upload files that need to be changed to add a second page.
