How do you install SVN on a shared environment? I have a project I'm hoping to start, but I need to figure out this step.

I don't think you can. GoogleCode offers Subversion for free though.
Ok, I just need something that has a secured space so only specific people can access and see the code.
Using an SVN on a shared host would be like Google trying to host Youtube on 000webhost, It just wouldn't work.

Nope, you can choose for it to be private.
Ask your host if they allow it and asked for ssh access.
If I remember correctly Dreamhost does allow you to set one up.
If you've got SSH, you can do it. I've done it already. It might take sometime but it's possible.
