Hello all i have searched here and google and for some reason i can't edit the global.css in the acp.I made sure evreything is CHMOD to 777 and still can't any ideas.

Try disabling codepress.

ACP->Preferences (on the left bar)->Set "Turn on / off Codepress" to "Off".

No problem. Codepress is known to cause issues as it's pretty outdated now.
