I'm trying to make a database for the forum but it doesn't allowing me to make db..

I would advice you to Purchase a domain and hosting. Most free hosts wouldn't allow using SQL databases without getting Premium account from them.

i need free hosting lol im to cheap to buy my paypal is limited

Instead of searching Free hosts, I'll recommend to use http://www.createmybb.com/

I've merged your threads together, not sure why you felt the need to make two. Also, you might want to wait more than three minutes before complaining nobody's replied, considering the fact we're all volunteers.

Ok I installed his forum and got the mybb files in but when I got to the step, DataBase Configuration, I got this error.
Parse error: syntax error, unexpected ';', expecting T_FUNCTION in public_html/inc/db_mysql.php on line 1353
Someone more advance should help him now.

If anyone needs the sql details, pm me.

You just need to upload a fresh copy of that file...
