I'm thinking of opening up a Spanish speaking forum and I would include plug in's such as the award plug in. But of course, it would have to be in Spanish. Do they come translated?

They might came with language files which you can translate to Spanish.

Most plugins have the option to translate them into your own language and some plugins may already have language packs available for your language. Check out the plugin page on the mod site (if available).

So if I were to upgrade and for example, I were to choose the plugin for awards, there would be a Spanish version?

It all comes down whether the author of the plugin hardcoded the strings of text or not. If he didn't, then you can easily translate the plugin. Someone might have been done it for you already.
