Yes, it automatically resizes images to fit on your screen Smile
This only works if Javascript is enabled though.
How I now if Javascript is active?
Just I want if a user upload an attashment big than 350Kb, auto resize..........

If you don't know that, it's probably turned on Smile
It's on by default and the user has to either disable it or install a browser extensions to block it.
Problems..........The file you attached is too large. The maximum size for that type of file is 500 kilobytes.
That means the file is too large. Try attaching a smaller image but with bigger dimensions. You'll see that it automatically fits your forum's width.

Yes, indeed.
Change the attachment size for the filetype you want to upload in ACP > Configuration > Attachments.
MyBB will create a thumbnail to embed in the post, but the original file isn't resized.
