I don't think there is any plugin or settings which allows us to do it.
please make a search at
plugins section with keyword
signature .
there are some signature related plugins which might help you.

i don't see one either. note that i'm looking for a plugin that will prevent users to add
another link in their signature. for i just allow 2 links
