how i can edit welcome plugin? how i can add my welcome messege in welcome plugin? where ?

in general, plugin settimgs are available at configuration tab (settings)

i cant find welcom p-lugin setting in my cp!!!!!

the settings are at configuration --> settings --> Welcome PM/Email (6 settings)

whay i havent welcome pm/email?

the welcome plugin is in my root in inc/plugin & i active welcome plugin in my cp, but i cant find settings in my bord. i havent Welcome PM/Email!!!!
i have problem with google seo plugin, ads plugin & ...
