Do you have any idea with this plugin

It is working fine when i remove my costume navigation bar, i.e shown once, but when i put codes of navigation bar in header template it "A clear news bar" shows above and below navigation bar.

you should be able to override the global CSS by placing inline styles in the sf_shoutbox template in Global Templates.
