without any modification,
you can paste the URL to select the image BUT the image will be first downloaded
to your computer AND uploaded to the forum. on windows system you may get [1]
as suffix for the file ( eg. if file is rose.gif then it could be uploaded as rose[1].gif )

Well, I want to do the following.
Allow users to use avatars but from their own links, not to be uploaded to my hosting at all. Any way to do that? disable the uploader? how would I accomplish this?

it needs to be disabled for each and every group..
users & groups --> groups --> click on specific group -->
users and permissions tab --> Account Management -->
unselect Can upload avatars? AND save settings
