How I setting portal if I want to be visible just for admin.
needs editing in core files / templates..
instead simply remove the link on main forum AND you may also rename portal.php to something else !!
It's better if you just use a plugin to disable. Here is a link to one;

The reason for this is that it prevents you from having to make any modifications to your sites backend.
