my one tell me how to convert 1.4 theme to 1.6

there is no need to convert. while importing the theme on Import a Theme page options
at Advanced Options --> select Ignore Version Compatibility & other two AND import

Edit : after importing, you may have to check it's templates to add missing / modified codes..
