why it happens that?

check CHMOD of index.php file thru FTP account / webhost panel

what they should be 777?

index.php should be 0644 or above ..

admin panel --> tools and maintenance -->
does the system warn of any incorrect CHMOD

nope it does not work and when i save those permissions at index it doesht save its just 0 0 0

nope no one terminated....

If the CHMODs are set to 644, and you don't have a .htaccess file that could be causing a problem, then you'll need to ask your host.
