It works in the default theme, but not on any other themes I've installed. Why is this?
Same goes for Registration Security Questions but this one works under my current theme which is MyIPB..
How can I fix this issue?

for some plug-ins, you have to deactivate AND reactivate them
so that they add required template modifications for new themes..

It's working now, including the 'Board Message' plugin.
So, after applying new themes, if some plugins are not appearing I have to uninstall them and re-install them, right?

yes - that's because most plugins have modifications in templates..
