My Suggestion => A small Box, which will help member to verify the thread title if its already posted, while typing thread title. and if posted, he will check it, and if not available he will post it.

Many People will not click the verify thread box, which will be, beside thread title like "search submit button", than for these situation turn on "possibly related threads" from admin cp and Let staff take their job now.

You already have the "Similar threads" option in ACP..

That shows the similar threads on a thread after it has been posted, this would be before.

Possibly if it looks at threads posted in the past minute or something but not all threads/posts.
Clarkie, Well its wont be beneficial as there may be some threads created say a day before. So double threads will still be there.
It will be beneficial. A lot of double posts are made in the next minute when a user thinks their post hasn't gone through. Someone isn't going to post an identical thread a day later which would make it much harder.

And what if the admin has set permissions so regular members can't edit their posts.

One guy posted a plugin download.

He wants to re-post version 2 of his plugin with SAME THREAD but only NEW DOWNLOAD, the plugin won't let him? :/
Well, if user posts his/her plugin then its understood that there must be a section where we can post plugins. So admin can put permissions accordingly where one can edit his posts. If a user decides to make a thread ignoring the warning then the admin and s+aff will be notified of this or his thread will require staff approval before it can appear on the forum. I think this answered your question.

@Clarkie think of this. A person started a thread in a forum say 'A' in which he asks what computer brand you use. He posts the same thread on other forum 'B' as well in which he is a member of. Now another person reads the thread on forum 'B' and decides to start the same thread on forum 'A' It is possible that he reads the thread on forum 'B' 2 days later after the original poster posted it and posts the same thread with same name on forum 'A' a day after reading it on forum 'B' Now you tell if the plugin detects posts made few mins only then how will this situation be prevented Smile
