Don't like too much. I think is most suitable as plugin...
I'd definitely disable this on my board if it was an option.
There's already a plugin for it at MyBB Central incase anyone wants it.
More suitable as a plugin, an even then only for positive reputations I think.

This. People could just register a million accounts and vote people down. Or registered users could just vote people down for no reason; easily abused and you'll just end up hating it eventually i think.
This will only contribute to reputation abuse.
