It means even if we had the theme, we wouldn't be able to give it to you because the license says not to redistribute it.

where u purchased this theme so pls tell me i will purchase there?

The theme was free I believe, but you can't download it anymore because the website shut down and the author stopped making themes.

No, you can't download because it doesn't exist.

the only thing you can do is to find another but if you like the design of that, make a request that similar to that but with own touches
