How can i do so if i create a forum Reported Posts how can i do so all that press report so it create a post in there with the name "Reported Post in: [post name]" ? i really want that code.

For the mail, you need to install an SMTP server on Windows for mail functionality to work.
In regards to rules, you can either edit the language files (member.lang.php) or you can edit the templates (under Member templates)
For easy advanced banner, that is a modification and has nothing to do with that.
