Whenever I edit any template, or my theme css, not many changes are showing up for a long of time..

I just uploaded Contact Us plugin, neither it is showing up on the Panel. upper

And how to add shadow to forums? Not the whole container.

And I uploaded new smilies, and most of them showed up as an error icon.

Why? And then I re-uploaded all the default smilies of myBB, and the default smilies got messed up, too.

It might take some time due to cache.
Try this.
ACP -> Configuration -> Server and optimization options
Set "Send No Cache Headers" to Yes.

Also, to add shadow you must add it to table in global.css

Regarding smilies, once you uploaded, you must add them in ACP -> Configuration -> Smilies (left sidebar) -> Add multiple Smilies.
