Sorry if I sound like a noob, but how do you create, edit and design buttons for forums in applications such as Microsoft Picture it! Express and can you all recommend any good software for it?
Photoshop
If you dont want to or cant buy Photoshop, there is also Paint.NET, its free and it does some of what photoshop does, like, it has layers and allot of other neat tools. I used it before I bought Photoshop.
Belloman once recommended GIMP to me, and I like using it for many graphic-related tasks. You may want to check them out as well.

Thanks for the software recommendation. Now, because I'm retarded when it comes to this stuff, can anyone give me a brief over view as to how text is edited for the buttons and some other basic functions I'll need knowledge of?

Well, if you are talking about the button sets we use here at MyBB, you would need paid-software called Adobe Photoshop in order to edit them. GIMP may be able to help you out with it, but I am not entirely sure about that.

There is an GDK for GIMP aswell. Here (unofficial)
I now have GIMP. I can't find anywhere how to edit an image! I want to edit text and the little pic on the button.
