A user can visit any page and hit "Add to Favorite Links", the link will be added to a menu (maybe fixed position) and the user can remove the links.
It would make browsing easier by allowing these users go to pages they want to keep a close eye on

No. It's when ANY page of the forum can be added to the bar.

Just another idea for a plugin.

Most browsers can do this, if it's for any page and just shows it in a bar, what's the difference between that and a bookmark?

Well, when you visit lots of sites, the amount of bookmarks really starts to add up. I'm honestly for this as well.
