If someone wanted to make a forum dedicated to terrorism and Al Qaeda, would it be allowed? Not that I'm supporting them, but would the host or government take down the site?
I am not related to anything concerning the Middle East and/or terrorism, it's just a question.
The host would probably take it down. Depending on what content, you could get arrested for treason.
Either way, you'll be denied support here.

Treason? What if you're not a US citizen?

There are other terrorist groups other than Al Qaeda, but they are famous mainly for 9/11 and such.
Al Qaeda have terrorised other countries, not just America.
But what if the person doing it is a citizen of Pakistan, and it's hosted in Pakistan? What happens then? Will the US, UK, etc block off access to that site, like China did to Facebook?

The host will take that forum & website down once it's reported, most of datacenters don't host such websites on their servers! And governments won't play with such websites and block them/unblock them, they will take legal action against the creators
