Looks like you didn't finish the tutorial because:

..doesn't exist. Read it again and make sure you've done everything.

i know it doesnt exist thats THE PROBLEM AND I DID EVERYTHING

Obviously you did not followed the steps.

You can upload a fresh copy of index.php from the mybb pack and then, do what the tutorial says.

The tutorial is missing something by the way. After you sort that out, you need to edit global.php and find:

$navbits[0]['url'] = $mybb->settings['bburl']."/index.php";

Replace with:

$navbits[0]['url'] = $mybb->settings['bburl']."/forums.php";
