Hello I want to pay member to post on my forum at times and at other times not. I am looking for a plugin where it let's me post how much per referal post thead and such.. then tell them how much money they have then if they want to cash out enter their paypal or AP email. thanks.

you have to use a points system (eg. NewPoints)

You could try PostLoop.com. If you set the forum to private you can invite the people you want to pay and you can disable paid posting at any time. Unfortunately you won't be able to specify how much you're paying. I think it's $0.005 per post.
