Is there a way to view and manage the Avatars like smilies?
No there isn't.
Well all avatars are in the ./uploads/avatars directory just in case you wanna look at all of them

Do you want to manage the user's existing avatars or the avatar gallery?
I was looking to do both actually, but mainly the gallery. I guess I should have been a bit more clear.
The gallery is managed automatically on your server.
Upload any avatars you want in to the images/avatars directory and they'll show up in the User CP.
If you wish to divide the images in to groups, create folders within images/avatars and place the images within them. The avatars will then be divided in to the categories.
You can also use an underscore in the filename of a folder and it'll be replaced with a space.
